Boehner To Resign At End Of October
House Speaker John Boehner told lawmakers Friday that he plans to resign at the end of October, in a stunning development that comes amid mounting friction with the conservative wing of the party -- and one day after Boehner hosted a historic speech by Pope Francis to Congress.   "The spirit moved him," one source said of the session with Pope Francis. The announcement shocked colleagues, and Fox News is told Boehner only arrived at the decision Thursday. He told only his wife and Chief of Staff Mike Sommers Thursday night. He plans to step down as speaker, and resign from Congress. Fox News

Obama Praises Boehner As ‘Good Man’ And Patriot
President Barack Obama is praising outgoing House Speaker John Boehner as a "good man" and a patriot who kept his word to the president. Obama was reacting to Boehner's announcement that he'll step down next month. Obama said he hopes the next speaker will understand that politicians can have major differences, but they shouldn't shut down the government or risk the U.S. economy over those disagreements. He was referring to GOP threats to shut down the government over funding for Planned Parenthood. Obama says he called Boehner on Friday following Boehner's announcement. He said Boehner understands that in government, you don't get 100 percent of what you want and must work with ideological opponents to get things done. Las Vegas Sun

NSA Head Warns Freedom Act Will Make Americans Less Safe
U.S. National Security Agency director Adm. Michael Rogers told U.S. lawmakers on Thursday the end of bulk data collection will make it harder for his agency to do its job, particularly when time is of the essence. The NSA is scheduled to formally end its practice of collecting bulk metadata on November 29. This consisted of recording calls between people, but not actual contents of those calls. Instead, the NSA will rely on the private sector to keep the data and turn it over following the presentation of a court order. Adm. Rogers says Americans will be less safe as a result. "Right now, bulk collection gives us the ability to generate insights as to what's going on," Adm. Rogers said in a Senate Intelligence Committee hearing. UPI

After giving birth to three children, Kristiana Burrell was thrilled when her gynecologist told her about Essure, a sterilization technique she could do right in the office in just minutes -- no operating room, no incisions. "It sounded terrific," remembers Burrell, a nurse who lives in Fairview, a town in western North Carolina. Burrell, who also has three stepchildren, said she became pregnant while using the Essure device, even though at the time she was also using a back-up method of birth control.

U.S.-Backed Rebels Give Gear To Al-Qaeda Group
U.S.-trained rebels handed over American-supplied vehicles and ammunition to an al-Qaeda linked group shortly after arriving in Syria, the Pentagon said Friday, the latest blow to a Pentagon program that has been plagued by problems since its inception. The rebels surrendered six pickup trucks and ammunition to an Nusra Front “intermediary,” the Pentagon said in a statement.The Nusra Front is an al-Qaeda affiliate in Syria. The equipment was about one-quarter of what the group had been issued and was turned over the Nusra Front in exchange for safe passage through area controlled by the al-Qaeda affiliate. USA Today

Mass. Casino Industry Doesn’t Want Another Player At The Table
A year ago, the first entrants into the young gaming industry in Massachusetts banded together to fight a ballot question that would have made casinos and slots parlors illegal. Wynn Resorts, Penn National Gaming, and MGM Resorts raised more than $14 million to crush an anti-casino movement that raised less than $1 million. The industry won easily, with voters deciding by a 60-40 tally to keep casinos around. Now the companies are lining up for a different cause that could find itself in front of voters next year: to keep another entrant from joining the market. The new guy is a developer named Eugene McCain who, according to The Boston Globe , lives in Thailand and has agreed to buy a trailer park near the Suffolk Downs horse track in Revere. Boston Globe

The presidents of China and Iran are among world leaders addressing a United Nations summit Saturday after the gathering unanimously approved an ambitious blueprint to tackle more than a dozen major global issues. Goals of the 15-year road map endorsed Friday by the U.N's 193 members include eradicating extreme poverty and fighting climate change. The new goals are expected to cost between $3.5 trillion and $5 trillion every year until 2030. How to implement them is expected to dominate the three-day summit. After speeches by presidents Xi Jinping of China and Hassan Rouhani of Iran on Saturday, President Barack Obama and the leaders of Britain and France will address the meeting on its last day Sunday. Pope Francis on Friday condemned the craving for material gains and power, telling an annual gathering of world leaders at the United Nations that greed is destroying the Earth's resources and aggravating poverty. The spiritual leader of 1.2 billion Roman Catholics condemned the "grave offense" of economic and social exclusion, in his first speech to the U.N. General Assembly in New York. Kentucky Clerk In Gay Marriage Dispute Switches To Republican Party
A county clerk in Kentucky who was briefly jailed for refusing to issue marriage licenses to gay couples said on Friday that she and her family have switched to the Republican Party because the Democrats no longer represented them. Rowan County Clerk Kim Davis, 50, who has said her beliefs as an Apostolic Christian prevent her from issuing marriage licenses to same-sex couples, said they had changed parties last week. She was a long-time Democrat in eastern Kentucky. "My husband and I had talked about it for quite a while and we came to the conclusion that the Democratic Party left us a long time ago, so why were we hanging on?" she told Reuters in an interview at a hotel in Washington, where she has traveled to be feted at a Family Research Council event later on Friday. Premium Cost Is Top Concern For Health Insurance Shoppers
Americans, long used to seeking bargains, look mostly at price when they're shopping for health insurance, a new survey shows. More than half of those who looked but didn't buy anything on the new Obamacare exchanges said they couldn't find a plan they could afford, the survey found. And two-thirds who switched coverage said price was the main factor. "Consistent with these findings, many adults opted for a limited network of doctors and hospitals in exchange for lower premiums," the report reads. That's good news for those who could get subsidized plans on the exchanges, which are a way for people without employer-sponsored insurance to get decent coverage without necessarily paying the full premium all alone. The Russian ambassador to Poland has sparked outrage for putting some of the blame for World War II on Poland, creating a new spat amid deepening tensions between the Slavic nations. Russian Ambassador Sergey Andreev on Friday described the Soviet's 1939 invasion of Poland as an act of self-defense, not aggression. The comment prompted Poland's Foreign Ministry to declare Saturday that the ambassador "undermines historical truth" and seems to be trying to justify Stalinist crimes.
World War II began after Nazi Germany and the Soviet Union sealed a pact in 1939 that included a secret provision to carve up Poland and other parts of Eastern Europe. Germany soon invaded Poland from the West, followed by a Soviet invasion from the east 16 days later. Millions of Poles were killed in the war. Atlanta Journal

FBI Sounds Alarm On "Virtual Kidnapping" Scam
The FBI is sending alerts about a rising telephone scam called "virtual kidnappings," reports CBS News correspondent Mireya Villarreal. It starts with a frantic call from an unfamiliar voice, telling you someone you know has been kidnapped and is in danger. The kidnappers use social media to learn more about their victims--where they live, places they commonly visit and connected friends--and claim they're holding their cell phone, saying if you try to contact your loved one, you're jeopardizing their life. The only way you'll get back your loved one is if you pay up. CBS

Mike Huckabee Takes On Rainbow-Colored Doritos
After Frito-Lay this month said it would mail rainbow-colored Doritos chips to consumers who donate money to the It Gets Better Project, a nonprofit helping the lesbian, gay, bisexual and transgender community, Huckabee went on the offense against the snack-maker. In a letter his campaign said he sent Frito-Lay on Tuesday, Huckabee said Dan Savage, the man behind the group benefiting from the bags, has for years made “very hateful and vulgar comments toward Christians” and called “for violence and injury to people he disagrees with.” The letter follows one four days earlier in which Huckabee first asked Frito-Lay, a subsidiary of PepsiCo that produces Doritos, to stop raising money for Savage’s project, according to Huckabee’s campaign, which said Thursday he had yet to receive a response to either one. Hyundai Recalls 470,000 Sonatas To Replace Engines
Hyundai is recalling nearly a half-million midsize cars in the U.S. to replace the engines because a manufacturing problem could cause them to fail. The recall covers 470,000 Sonata sedans from the 2011 and 2012 model years equipped with 2-liter or 2.4-liter gasoline engines. At the time, the Sonata was Hyundai's top-selling vehicle in the U.S. The company also is recalling nearly 100,000 Accent small cars because the brake lights can fail. In documents on the Sonata recall posted Friday by the U.S. National Highway Traffic Safety Administration, Hyundai says that metal debris may not have been fully removed from the crankshaft area during manufacturing at Hyundai's Alabama engine plant. That can restrict oil flow to the connecting rod bearings, and since they are cooled by oil, they could fail. If that happens, the engines could stall and cause a crash. ABC

Officials: Emails Clinton Didn't Turn Over Come To Light
The Obama administration has discovered a chain of emails that Hillary Rodham Clinton failed to turn over when she provided what she said was the full record of work-related correspondence as secretary of state, officials told The Associated Press. The disclosure adds to the questions related to the Democratic presidential front-runner's unusual usage of a private email account and server while in government. The messages were exchanged with Gen. David Petraeus when he led the military's U.S. Central Command, responsible for running the wars in Iraq and Afghanistan. They began before Clinton entered office and continued into her first days at the State Department. They largely pertained to personnel matters and don't appear to deal with highly classified material, officials said, but their existence challenges Clinton's claim that she has handed over the entirety of her work emails from the account. Clinton Fundraiser Was Hosted By Convicted Drug Dealer
Hillary Clinton, the front-runner for the Democratic nomination for president, attended a fundraiser in New York hosted by John Zaccaro, convicted on felony drug charges after he sold cocaine to an undercover cop. The 1988 conviction of the son of unsuccessful Democratic vice presidential candidate Gerraldine Ferraro was reported in numerous publications at the time. But the arrest was unearthed Friday by the Republican National Committee. “Hillary Clinton can’t seem to kick her decades-long habit of taking money from sketchy campaign contributors,” RNC spokesman Michael Short said. “During her last presidential campaign it was straw donors, now it’s convicted cocaine dealers.” Atlanta Journal

Hundreds of deported immigrants could return to US
A settlement has cleared the way for hundreds of deported immigrants with mental disabilities to have their cases reopened and return to the U.S. Federal Judge Dolly M. Gee in Los Angeles approved the settlement Friday. The ruling applies to immigrants with mental disabilities deported from the U.S. after being forced to represent themselves in court. The ruling covers immigrants deported from California, Arizona and Washington between Nov. 21, 2011, and Jan. 27. The ACLU of Southern California is one of the groups that filed the 2010 lawsuit that led to the settlement. The group says the federal government has identified 900 immigrants who could benefit from the ruling, though there could be more. Many of those affected are Latino, but the ACLU says it's unclear how many.

U.S. stocks advanced as Federal Reserve Chair Janet Yellen reassured investors that U.S. economic growth is sturdy enough to withstand turmoil in emerging markets.
Nike Inc. led the rally, jumping 8.8 percent to a record after better-than-forecast earnings and future orders, including in emerging markets. Citigroup Inc. and Bank of America Corp. gained more than 2.5 percent as financial companies rose with bond yields. Navy SEALs Ready To Open Doors To Women
The commander of the Navy SEALs is recommending that the naval special warfare units be opened to women, but warns that women will have greater risks of injury and the service will be pressured to adjust or lower standards for the jobs. Rear Adm. Brian Losey says "there are no insurmountable obstacles" to opening the SEALs to women, but there are "foreseeable impacts" to including them in ground combat units. Losey says allowing women to compete for the commando jobs is the right thing to do. But he outlines a number of risks and warns that the high standards for joining a special warfare unit should not be lowered. Las Vegas Sun

Diabetes Drug May Help Treat Alcohol Dependence
Researchers found that a diabetes drug could also help to treat alcohol dependence by decreasing its effects in the body, according to a new study with mice. Liraglutide, sold as the drug Victoza, is used in patients with diabetes and obesity, and helps to regulate the glucagon-like peptide 1, or GLP-1, involved with stimulation of insulin secretion and glucagon release. "The results of the present study suggest that the physiological role of GLP-1 extends beyond glucose homeostasis and food intake regulation and includes modulation of development of alcohol dependence," said Elisabet Jerlhag, a researcher at Sahlgrenska Academy, in a press release. "In addition we suggest that medications that resemble GLP-1 could be used to treat alcohol dependence in humans." UPI

Jeb Bush told a South Carolina crowd Thursday that Democrats play to African-American voters by offering "free stuff," a similar comment to a contentious one that Mitt Romney made in the days after his 2012 loss to President Barack Obama. Bush, analyzing Republicans' chances with black voters, said that his party needs to make a better case to the traditionally Democratic voting bloc. "Our message is one of hope and aspiration. Obama Says US, China Reach Agreement On Cyber-Theft
President Obama, coming out of a meeting with Chinese President Xi Jinping where the country's suspected hacking was expected to factor heavily, announced Friday the two nations have reached a preliminary agreement on cyber-theft -- and said he indicated to Xi that the cyber-threat "has to stop." Speaking in the Rose Garden alongside the Chinese leader, Obama said he raised with his Chinese counterpart the United States' "very serious concerns about growing cyber threats to American corporations and American citizens." He added, "I indicated that it has to stop." Obama said the two leaders have, to that end, agreed that neither government "will conduct or knowingly support the cyber-enabled theft of intellectual property, including trade secrets or other confidential business information for commercial advantage." One in 10 Pregnant Women Admit They Drink Sometimes
One in 10 pregnant women in the U.S. admit to drinking alcohol at least every now and then, and a third of the drinkers admit to binge drinking, federal researchers said Thursday. They're putting their children at risk of fetal alcohol syndrome, which affects 2 to 5 percent of first-graders, the Centers for Disease Control and Prevention says. There's no known safe level of alcohol use during pregnancy. Alcohol passes from mother to fetus and experts advise women who are pregnant or who may become pregnant to just keep away from alcohol. "All types of alcohol should be avoided, including red or white wine, beer, and liquor," said Cheryl Tan, an epidemiologist in CDC's National Center on Birth Defects and Developmental Disabilities. EPA Plans Sweeping Changes In Diesel Emissions Testing
The U.S. Environmental Protection Agency plans sweeping changes to the way it tests for diesel emissions after getting duped by clandestine software in Volkswagen vehicles for seven years. Chris Grundler, head of the EPA's office of transportation and air quality, indicated the agency would add on-road testing to its regimen. VW's sophisticated software enabled its cars to pass tests in the lab, but they then spewed pollution into the atmosphere while on the highway. The revelations let to unwanted scrutiny for the EPA. Its testing procedures have been criticized for being predictable and outdated, making it relatively easy for VW to cheat. What's more, the EPA did not initially uncover the problem; researchers at West Virginia University did, using on-road testing. CBS

Google Inc. is back under U.S. antitrust scrutiny as officials ask whether the tech giant stifled competitors’ access to its Android mobile-operating system, said two people familiar with the matter. The Federal Trade Commission reached an agreement with the Justice Department to spearhead an investigation of Google’s Android business, the people said. FTC officials have met with technology company representatives who say Google gives priority to its own services on the Android platform, while restricting others, added the people, who asked for anonymity because the matter is confidential. Iranian President Hassan Rouhani on Friday said ties with the United States had improved, though there was "still a long road to travel" before the two estranged nations could have normal relations. "The situation has certainly changed," Rouhani, in New York for the United Nations General Assembly, told a group of senior editors from media organizations. "We can point to the tangibles, the many steps forward, but there is still a long road to travel." He described the historic nuclear deal between Iran and the United States, Britain, France, Germany, Russia and China as a "big test" for US-Iranian relations and said that it was important to create an atmosphere of trust. US Welcomes Saudi Arabia’s Leadership Role On UNHRC Advisory Group
The United States said this week it was pleased to hear of Saudi Arabia’s leadership role on a United Nations Human Rights Council advisory group. “We would welcome it. We’re close allies,” US State Department spokesman Mark Toner told reporters in Washington on Tuesday. He spoke after a blog post by UN Watch Executive Director Hillel Neuer last week indicated that in 2015, Saudi Arabia had been one of five ambassadors on a key advisory panel to the UNHRC. The body, which is known as the Consultative Group, has since June been chaired by Saudi Arabian Ambassador Faisal bin Hassan Trad. Jerusalem Post

Nigeria Reaches Polio 'Milestone'
Nigeria is set to be removed from the list of polio endemic countries in what is being regarded as a "milestone" on the quest to eradicate the disease. The announcement by the World Health Organization, is expected at a meeting of the Global Polio Eradication Initiative (GPEI) in New York. It follows Nigeria going more than a year without a case of wild - naturally occurring - polio. Three years without cases are required before it can be declared polio free. It will mean there will be just two endemic countries - Pakistan and Afghanistan - where transmission of the paralysing virus has never been interrupted. BBC

A research team from the Wellcome Trust Sanger Institute in Cambridge found that cancers that return were more likely to contain certain genes or combinations of genes.
